When any employment statistical data is reported in the NSO, the internationally recognized definitions are used. Why should the definition of the employed persons be those who work more than one hour a week? The answer is that the basic purpose of labor force statistics is to survey whether they are employed at the work-places to earn incomes rather than to examine the absolute levels of employed hours. Moreover, the NSO tries to enable people to better understand the employment structures by publishing the data of the employed persons by hours worked, whenever any employments occur. The survey result showed that the proportion of people who worked less than 18 hours for the reference week was only 2.8% among the whole employed persons, as of 2000 year, having little influences upon the employment structure.
