Title : What's the Definition of Unemployment?

Every country makes it as one of the major national policy to utilize all human resources. The purpose of making Labour Force Statistics is to survey the objects of employment policy, and this is to provide the basic resources to make the policy aimed to utilize effectively all the labour-forces. The unemployed persons reviewed in statistics do not mean those who have simply no jobs. The reason is that those people - who have a lot of property and who have no intentions to work because of their sickness - must be excluded from the objects of the employment policy, even though they don't have their jobs.
 
All the unemployed persons are classified as economically active population for Labour Force Survey conducted by the NSO. This survey is, as a kind of face to face survey, conducted by the personnel of the NSO. They visit by themselves to about 30,000 households and interview the persons of 15 years old and over (who are the target population of the survey). For the labour force survey, the economic activity situation of persons 15 years of age and older during a week(containing 15th of each month) at the survey period are examined. And at the same time, these people are divided into the employed persons, unemployed persons, and economically non-active persons.   The employed persons comprise all persons who worked at least one hour or more for pay or profit, including those who worked 18 hours or more as unpaid family workers during the reference week. Persons who have a job, but are temporarily absent from work on account of bad weather, temporary illness, etc. are also classified as the employed.   The unemployed comprise all persons who are not working at all, but are available for work, and are actively seeking work during the reference week. Those who are not working nor seeking work, but are expected to start a new job within a month right after the reference week, are also considered as the unemployed. Unemployed persons should be actively seeking work. Here, we need to pay attention to the meaning of "active job search". Those who are merely reading or studying newspaper ads are not regarded as "active job seekers". They should undertake objectively measurable activities such as placing or answering newspaper ads in order to be counted as the unemployed.   Among people 15 years of age and older, the employed and unemployed persons are considered as the economically active population. Labor Force Participation Rate is defined as the number of economically active population divided by the number of persons 15 years of age and older. Those who do not belong either to the employed nor to the unemployed people are categorized as the economically non-active population to which mainly full-time house-wives and students belong. These definitions above are consistent with the ILO (International Labour Organization) standards and used commonly in every country, and the NSO also use these international definitions, when any statistics is reported by the NSO.
