Definition	Korean enrollees to higher learning refer to people who are enrolled in local educational institutions recognized by the Higher Education Act or other acts, for the purpose of receiving a degree as of the reference date. Overseas enrollees to higher learning refer to people who are enrolled in official foreign educational institutions for the purpose of receiving a degree as of the reference date.
