Statistics Korea co-organizing the Global Symposium on Low Fertility and Population Ageing with the UN Population Fund
- To explore ‘demographic resilience’ for sublimating population decrease risks into an opportunity -
□ Statistics Korea (Commissioner Hoon Han) and the UN Population Fund (UNFPA) organized jointly the Global Symposium on Low Fertility and Population Ageing from November 8th to 10th at the Mondrian Hotel, Seoul, which was held under the theme of ‘building demographic resilience’.
□ The three-day symposium offered 7 session covering a wide ranging issues related to low fertility and population ageing, including those on human capital, population mobility, and gender inequality, which took the forms of topical presentations and policy discussions.
○ On its first day, in particular, the session titled ‘the roles of data to build demographic resilience featured the successful implementation of the latest Population and Housing Census in Korea as well as recent improvements and initiatives made by Statistics Korea in an effort to provide better North Korean statistics.

Statistics Korea co-organizing the 2022 International Seminar on Official Statistics with the UN Statistics Division
□ Statistics Korea (Commissioner Hoon Han), in cooperation with the UN Statistics Division (UNSD), organized the International Seminar on Official Statistics on November 2nd and 3rd at the Shilla Hotel, Seoul, under the theme of ‘data stewardship and the secure sharing of data’.

□ Commissioner Han, Hoon of Statistics Korea attended the 19Mth Meeting of the OECD Committee on Statistics and Statistical Policy (CSSP) as the lead of the Korean delegation. The 19th meeting was held in Geneva, Switzerland on June 22nd and 23rd.

Commissioner Keunkwan Ryu Took Part in an International High-level Discussion on the Advance in CRVS during and after the COVID-19 Pandemic
On 19 November, 2021, Mr. Ryu attended the ministerial roundtable session at the 2nd Ministerial Conference on CRVS hosted by United Nations Economic and Social Commission for Asia and the Pacific. Representatives from Fiji, Indonesia, Laos and the Philippines participated in this roundtable session.
Virtually held this year, the Conference has become a venue for a ministerial level discussion on CRVS in the region since 2014 when it was firstly organized with the motto “get everyone in the picture”.
This year, as the main focus of the conference was given to ‘CRVS during and after the pandemic’, Commissioner Ryu briefly shared with high-level officials from other countries at the conference Korean experience and knowledge in this area as well as the well-structured institutional arrangements for CRVS system geared by the country’s advanced information technology.
Emphasizing that Korea has not been troubling producing vital statistics due to its well-organized registration system during the pandemic, Mr. Ryu also expressed that Statistics Korea was willing to support less developed countries by providing technical assistance and capacity building training opportunities so that they would build and advance their own CRVS systems.
In addition, Commissioner Ryu introduced the K-Statistics System, Statistics Korea’s new national statistics innovation initiative, where bleeding-edge encryption technologies would enable data to be safely and efficiently collected from various sources and linked and used for timely statistical production.

Commissioner Kang Shin-wook attended the 16th OECD Committee on Statistics and Statistical Policy
[ Signing Ceremony between Statistics Korea and ILO ]
□ The delegation of KOSTAT (led by Commissioner Kang Shin-Wook) attended the 16th Committee on Statistics and Statistical
Policy (CSSP) of the OECD at the OECD Conference Centre in Paris, France on 24~25 June in 2019.
□ The CSSP is an internationally-recognized annual statistical gathering which brings together chief statisticians from the OECD’s
36 member states and major international organizations. The CSSP provides a platform for discussing ways to develop and
improve thestatistics required for addressing global issues and setting major policies on a national level.
□ A wide range of global issues concerning the economy, society, the environment, and population are covered in the CCSP. On
thisoccasion, discussions focused on ① OECD Going Digital Project: the measurement roadmap ② Use cases pf integrated
environmental and economic statistics ③ Policy application of well-being metrics and ④ Implementation of the OECD Council
Recommendation on Good Statistical Practice.
□ Commissioner Kang Shin-Wook, the head of the Korean delegation, exercised a voting right, outlining Korea’s position during
discussionson issues on each agenda, and also shared Korea’s experience in compiling statistics, reinforcing KOSTAT’s
leading position in the international statistical society.
□ During the meetings, Commissioner Kang emphasized the significance of the ongoing and potential future works for the
measurement roadmap under the umbrella of the OECD Going Digital project. Commissioner Kang also mentioned that the
cooperation across international organizations is essential to capture the full dynamics in the digital economy.
□ In addition to this, the commissioner also shared KOSTAT’s efforts and experience in publishing the Quality of Life indicators
since 2014 and introduced a ministerial meeting in social affairs for a good example of governmental cooperation regarding the
Better Life Index and Sustainable Development Goals.
□ Commissioner Kang also had a bilateral meeting with Mr. Rafael Diez de Medina, the chief statistician of International Labor
Organization (ILO) in order to attend the signing ceremony for Memorandum of Understanding on Cooperation between
Statistics Korea of the Republic of Korea and the ILO.

Commissioner Kang Shin-wook Attended the 50th UNSC
□ Kang Shin-wook, Commissioner of KOSTAT, the head of Korean delegation, attended the 50th session of the United Nations Statistical
Commission (UNSC) held at the UN Headquarters in New York on March 4th to 8th in 2019. Commissioner Kang also participated
in the High-Level Forum on Official Statistics for a smooth implementation of SDGs (March 4th) during this visit.
o The UNSC is the highest level of statistical gathering recognized in the international community. The UNSC is a venue where chief
statisticians from around 150 member states and international organizations like the World Bank gather every year to determine
statistical support on global issues related to the economy, society and quality of life.
o Korea is one of only 24 UN member states (out of 190) which are official members of UNSC. At the meeting, Korea exercised a vote
for electing officials and making decisions on issues on each agenda during the session.
* UNSC members are elected by the UN Economic and Social Council on the basis of an equitable geographical distribution (four
members from each region). Along with China, Japan, and Qatar, Korea is representing the Asian region on the council from 2016 to
2019.
□ A number of meetings with key partners took place during this visit. Commissioner Kang had bilateral meetings with the delegations from
the Netherlands, China, and Eurostat. In addition, the Commissioner discussed cooperative projects regarding ODA with chief
statisticians of Colombia and Laos at the request of these countries.
□ At the 50th session of the UNSC, chief statisticians from member states considered adopting the UNSC guidelines on global data
reporting which will be used to monitor the implementation of SDGs.
o Commissioner Kang urged member states to set up a standardized data reporting system in order to prevent international organizations
from using different data for the same index.

KOSTAT attends the 15th OECD Committee on Statistics and Statistical Policy
□ The delegation of KOSTAT (lead by Commissioner Hwang Soo-kyung) attended the 15th Committee on Statistics and Statistical Policy (CSSP) of the OECD and the 66th Conference of European Statisticians (CES) of the UN held at the European Headquarters of the UN in Geneva, Switzerland between June 18th and the 21 in 2018.
□ (Background) The CSSP is an internationally-recognized annual statistical gathering which brings together chief statisticians from the OECD’s 37 member states and major international organizations. The CSSP provides a platform for discussing ways to develop and improve the statistics required for addressing global issues and setting major policies on a national level.
□ (Major Agenda) A wide range of global issues concerning the economy, society, the environment, and population are covered in the CCSP and CES meetings. On this occasion, discussions focused on ① the impact of globalization on GDP calculations, ② national statistical strategies in the digital era and ③ methods for measuring new types of employment
○ Commissioner Hwang Soo-kyung, the head of the Korean delegation, exercised a voting right, outlining Korea’s position during discussions on issues on each agenda, and also shared Korea’s experience in compiling statistics, reinforcing KOSTAT’s leading position in the international statistical society.
□ (Activities) During the meetings, Commissioner Hwang emphasized that the free flow of intellectual property between nations has become a serious challenge for measuring GDP, and that concrete methods for measuring intellectual property need to be set up quickly.
In addition to this, the commissioner shared KOSTAT’s efforts and experience in applying the ILO’s revised International Classification of Status in Employment (ICSE) to Korea’s Labor Force Survey (LFS), with the goal of helping other countries measure new types of employment, including special types of employment such as commission-based or platform-based work.
○ Commissioner Hwang also had a bilateral meeting with the chief statistician of the Office for National Statistics (ONS) of the UK in order to share each organization’s experience in the sub-classification of statistics and data related to population aging, while also discussing ways to strengthen cooperation in the future.
