Definition	A person with specialized knowledge who is capable of conducting research and development activities
Commentary	Includes persons engaged in activities of administration, management and operation who have previously worked as research staff. In the case of universities, it refers to university staff with the level of full-time lecturer or above, doctoral level graduate students, bachelor degree holders or above who are working in research and development related departments such as affiliated research institutes, or persons with equivalent level of professional knowledge who are independently capable of conducting research and development projects (Survey of Research and Development).
