Definition	Labor expenses refer to the costs for temporary workers employed for a survey (including pays for other positions), not for regular workers, etc. such as survey or data processing agents. Operating expenses refer to the budget allocated for general consumption costs such as questionnaire and publication printing costs, public utilities' charges. etc. used for statistics production. Other expenses refer to all other costs excluding labor expenses and operating expenses (travel expenses, R&D expenses, business operating expenses, asset acquisition costs, etc.).
Commentary	Expenses input to statistical production, which are divided into operating expenses (labor costs and operating costs) and other expenses.
