Head offices, head shops, etc.: refers to an establishment which has more than 1 factory, branch office, sales office, etc. and oversees under a single management. Factories, branch offices, sales offices, etc.: refers to an establishment which receives work orders from the head office, where the head office oversees the management of the company.
