Definition	Refers to the population aged 15 and over who ① had no employment during the reference week, ② had actively sought employment at some time during the previous four weeks, and ③ was available to start work immediately during the reference week
Commentary	Unemployed persons should simultaneously meet the requirements ①~③ under the terms of International Labour Organization (ILO) International Standards. A seeking-work period was compiled on a 4-week period since June, 1999, and prior to that it was a 1-week period.
