Definition	Actual representative of the household who is responsible for the family livelihood, no matter the relation to the household owner in the resident registration
Commentary	The person in charge of livelihood is the person who is responsible for planning and deciding matters of household economy management, not simply the one among the household members with the highest income. Refers to the person who mainly provides for the actual expenses for livelihood maintenance, and is different from simply the decision-maker for household expenditures.
